About the Office of Insurance and Risk Management
The Office of Insurance and Risk Management, created by executive order of the Mayor in 1986, is responsible for the management of risk, evaluation of risk transfer alternatives and, when appropriate, the acquisition of appropriate insurance coverage for the City government. Included in the mission of this office is the responsibility for providing technical guidance for the development and administration of all employee benefit programs, including general liability, public official liability, workers’ compensation, police professional liability, automobile, property, fire, business interruption, Pennsylvania Department of Environmental Resource Environmental Liability Compliance and boiler & machinery coverage. Support is provided in the negotiation of employee benefit contracts.
This office, in conjunction with the City Solicitor’s Office, manages all litigation cases, processes all insurance claims and submits them to the appropriate insurance companies for consideration. Additional program responsibilities include risk financing and employee health and safety matters, including assisting in the negotiation of labor contracts with all three unions focusing primarily on insurance and workplace injury issues.
An important mission of this office is to provide a proactive loss prevention strategy to limit potential hazards. This strategy includes the examination, inspection and evaluation of all city facilities, activities, procedures and policies. Programs which have come out of this mission are the City’s workers’ compensation managed care program, along with self-insured initiatives in employee health benefits and work place injury treatment.
Finally, this office is responsible for ensuring that all Citywide contractual agreements include provisions for the proper procurement of insurance instruments which provide adequate indemnification for the City, its public officials and employees.
