Online Services of the Bureau of Human Resources

Available online services are limited to information and application forms. The Bureau of Human Resources provides information on currently open positions that are actively seeking applications. However, the Bureau also provides this information to a number of other Internet recruitment services, including, but not limited to, Monster.com and HotJobs.com. Information on some positions may also be submitted to other online recruitment services that target applicants with skills needed for the primary job responsibilities of the position.

About the Bureau of Human Resources

The Bureau of Human Resources is responsible for human resources management and payroll administration. The human resources function is responsible for recruiting, testing, screening, hiring and processing individuals to fill vacant positions.

The Bureau’s staff works closely with the City’s Affirmative Action Officer in recruitment, general policy implementation and administration of the Family and Medical Leave Act and the Americans with Disabilities Act. Human Resources staff assists Department Directors and the Labor Relations Officer with the creation and updating of job descriptions for management and bargaining unit positions. Staff also effects scheduled salary increases for bargaining unit employees and merit pay increases based on performance evaluations for management personnel. In addition, the Bureau of Human Resources is responsible for leave administration for all employees and unemployment compensation matters and enforces civil service rules and regulations and administers the recruitment and promotional processes, where applicable, for the Harrisburg Police, Fire and Non-Uniform Civil Service Commission.

The payroll function is responsible for processing the City’s biweekly payroll, maintaining payroll records and managing federal, state, and local tax deductions as well as all other mandatory payroll deductions and voluntary contributions. Staff is also responsible for ensuring all withholding reporting requirements are met. Staff works closely with all timekeepers to ensure smooth and accurate payroll processing.

The Bureau recruits through a variety of media including local newspapers, the Internet, trade journals and publications, colleges and universities, vocational-technical schools, television, radio, and mailings to minority, civic and religious organizations.

All applicants are required to complete an Official Application Form. The City performs employment and education reference checks, driving and criminal history reviews, and pre-employment controlled substances tests on all candidates selected for employment.
