Reed reminds city residents that Trick or Treat Night in Harrisburg and most of Dauphin Countys other municipalities will be held on Thursday, October 30, from 6:00 to 8:00 p.m. The date and time for the fun-filled evening is annually set by the Dauphin County Chiefs of Police Association.

ALL CITY PHONE LINES, INCLUDING EMERGENCY DISPATCH CENTER, TO BE DOWN FROM 3:45 AM TO 4:30 AM ON TUESDAY, SEPTEMBER 30, 2008
Mayor Stephen R. Reed today said that all incoming and outgoing city phone lines, including non-emergency lines at the citys emergency dispatch center, will be inactive from 3:45 a.m. until 4:30 a.m. on Tuesday, September 30, 2008. The citys 911 system will be unaffected and will remain operational.

HARRISBURG SCHOOL DISTRICTS AFTER-SCHOOL PROGRAM IN FULL SWING
Mayor Stephen R. Reed today said that the Harrisburg School Districts 2008-2009 after-school program, now in its seventh year, is in full swing at all of the districts 11 elementary schools. The program runs Monday through Friday from 3:00 p.m. until 6:00 p.m. at all locations except for the Scott School which runs from Monday through Thursday.

CITY RECEIVES $300,000.00 IN STATE FUNDING FOR NEIGHBORHOOD PLANNING AND IMPROVEMENTS
Mayor Stephen R. Reed today said that the Pennsylvania Department of Community and Economic Development (DCED) has awarded the City three New Communities Grants for neighborhood planning and improvements. The grants are part of the Elm Street neighborhood revitalization program for residential and mixed-use areas in proximity to central business districts.

HIGH MARKS; MORE SCHOOLS IN DISTRICT ATTAIN STATE PROGRESS
BENCHMARKS FEWER STUDENTS NOW TESTING BELOW BASIC LEVEL
Mayor Stephen R. Reed today said that a recent University of Pennsylvania study hailed the reform efforts underway in the Harrisburg School District, with the Districts highest ever levels of progress now being registered according to state proficiency guidelines. Five city schools attained Average Yearly Progress (AYP) levels this year with another barely missing the state-mandated benchmark. Only three city schools attained the ranking last year.

CITY ISLAND BEACH REOPENS; E-COLI READINGS IN RIVER REGISTER SAFE LEVELS
Mayor Stephen R. Reed today said Escherichia Coli, or E-Coli, bacteria readings in the Susquehanna River at the City Island Beach have fallen well within safe levels. A water sample taken on July 9, 2007, which came back today, showed a quality level well under the maximum of 235 colonies per 100 milliliters. Thus, City Island Beach is now reopened immediately to the public.

There will be three days of free live musical, theatrical, childrens and creative performances on six stages throughout Riverfront Park, as well as Harrisburg Senators baseball games, martial arts and volleyball tournaments on City Island, festival amusements, foods, international crafts and fireworks displays. Reed today reported that nearly 3,000 city school students will participate in a wide array of summer educational programs offered by the Harrisburg School District, ranging from literacy courses and English as a Second Language classes to graduation credit courses, Pre-K Summer School and high school preparatory work. HARRISBURG POLICE SEEK HELP IN FINDING MISSING CHILD
Mayor Stephen R. Reed this morning said that Harrisburg Police are actively searching for a boy who went missing from his home last night at around 11:30 p.m.
Reed said Harrisburg Police are currently looking for 9-year-old Jimmie Mason, III, who resides in the 2600 block of North 4th Street. He is described as approximately 4 tall and weights 96 pounds.
Reed said Mason was last seen wearing boxer shorts and a white shirt with the word Adidas on the front. He also has a cast on his right arm. A very recent photo is attached to this release.
Police have no reason to believe there is any foul play associated with the missing child. However, they do urge anyone that may have seen someone fitting the above description to immediately call (717) 255-3131.
As of May 14, 2008, 12:30 PM, the missing child, Jimmie Mason, III, has been found and returned to his home.

MAJOR GAINS REGISTERED IN CITY OVER THE PAST YEAR

Reed today reported that in 2007 the City issued 1,840 building permits representing $266,433,000.00 in new economic development, which is a 68% increase in the level of investment over the preceding year. It puts 2007 into one of the top five years in the volume of new economic development. Since 1982, there have now been a total of 37,971 permits issued for $4,405,000,000.00, continuing to reverse three decades of previous decline that caused Harrisburg to be listed as the second most distressed city in the nation.

Mayor Stephen R. Reed today announced the winners of the Citys 24th Annual Rev. Dr. Martin Luther King Jr. Essay Competition. The successful young authors were recognized at a special ceremony in their honor at the Rev. Dr. Martin Luther King Jr. City Government Center, the only governmental headquarters in the world to be named after the heroic civil rights leader. It was so named by an Executive Order issued by the Mayor in the early 1980s.
